Short answer: No

The decision was made to avoid changing the VM in Condor, as we are already changing so much, but a revision to the VM is in the works for some future date.
The Execution Engine, which is not the VM but manages the VM, had to be refactored first, and so a lot of the enabling work for future revision of the VM is in fact present in Condor.
