The current bar for Stratum Plugins

Background

After our first few sessions with developers (and hopeful contributors) outside of Capital One, we had quite a few insights! This is one of the larger ones.

What & Why

1. Ensure you've mapped CatalogEvent properties (currently id, description, and eventType) to your new Plugin
   1. This is to have a minimum quality bar for these properties being available when querying in this new Plugin's ecosystem
2. Ensure you've mapped CatalogMetadata through the context
   1. These will be the same values across all events, versus unique in the previous.
