Bug Description

When the charm receives duplicated alert rules over relation data, they are discarded too silently: only a debug-log line is printed.

To Reproduce

Relate two separate grafana agent subordinate charms to the same principal, and then to prometheus.

Environment

Any.

Relevant log output

(I don't currently have on hand.)
