Same as canonical/postgresql-k8s-operator#238

Steps to reproduce

Deploy multiple units and enable TLS, relate to s3

Expected behavior

Pgbackrest to initialise successfully

Actual behavior

Check stanza hangs, because TLS servers aren't started on secondary units.
