When introducing a new alert rules, we should have some sort of testing framework.
We could use promtool to test the alert rule via a mock time series, as described here.

We should also use promtool to check the alert rules are syntactically correct.
These test should live in a .test file named after the rules (e.g., some.rules becomes some.rules.test). (some\.rule[s]?)

There should be no dependencies between rules files.
