Charmhub incorrectly concludes a platform (series) for workloadless charms #1462

are workloadless k8s charms (no "containers" key in metadata) but charmhub displays "ubuntu 20.04" instead of "kubernetes" as its platform.
Not sure if this is a charmhub bug or if in the case of workloadless charms we must specify assumes: k8s-api.

I also wonder if it's possible for ch to display both "vm" and "k8s" for charms that could be deployed on either.
