This utilises the developer interface described in #877.

The relayer part needs to be analyzed - Fran will check it for the config contract and the idea is to replicate the functionality for proxy contract.
The signing part needs to be done.

Assuming that the developer interface is present, this functionality will tie it in to the blockchain integration.
