Submit button at end of application form does not suggest that there are follow-up steps

Describe the bug
Upon scrolling to the bottom of the application form, there are actions to Save Changes, Submit, or Exit (as shown below). Without scrolling back up to see the other tabs of the application, it's difficult to see that there are other parts to fill out and submit.

To Reproduce
View https://nbjc-staging.herokuapp.com/registration for an applying organization and scroll down to the available actions. Observe that the only actions visible in the viewport do not suggest to move beyond the first page.

Expected behavior
The form provides guidance or actions to move to the next tab of the application.
