Set up key rotation for Littlepay

Littlepay recommends we rotate keys every 90 days. Thus we take the key we have, create a new key, upload the key, delete and disable the old key.

We should create a script that does this every 30-90 days.

We can do this with our existing accounts or wait till Littlepay gives us new accounts labeled to be "automated" in January that won't get deleted.

Acceptance Criteria

The keys keep changing!

We see changes in our keys in the Google Secrets stores.
