User story / feature request

As a transit data analyst,
I would like to know which Caltrans District each transit stop is within,
So that I can understand which Caltrans District would be interested in a particular stop.

Acceptance Criteria

"Caltrans District" added with a numerical value to dim_stops_latest.

Notes

Similar to the work done in #3397, we could download the Caltrans Districts dataset, then find all stops within a certain feature within that dataset to determine if they are contained within a Caltrans District. The resulting district would be added as another column to dim_stops_latest.
