Describe the bug
in calitp_data_analysis.geography_utils, we specify a CAStatePlane CRS, but California is actually split into many State Plane zones.

While this is probably a pretty minor issue, an actually statewide CRS may improve analysis accuracy, and we already have one for meters.

ESRI does publish a version that's in feet, so we could replace the old CAStatePlane with that.
