Should be able to install xover that leaves 2-base strands nearby after split #149

Blocked from installing the xover at location indicated by red arrow.

Terminal output is:

createXover: no xover can be installed here
strand 5p <fwd_StrandSet(4)>.<Strand(33, 62)>
	idx: 60	idx5p: 33	idx3p: 62
strand 3p <rev_StrandSet(5)>.<Strand(8, 62)>
	idx: 60	idx5p: 62	idx3p: 8

This should be an easy fix, just updating the indices in the calculation by +/-1.
Only applies to high_idx xovers, the low_idx behaves as expected:
