Scheduled runs will fail using this action

The scheduled runs like one in the bdp-iam repo will fail as demonstrated in this deployment action run of the iam bdp.

I believe this is because as per the github scheduled runs documentation the scheduled run has no payload. Thus when we get here the reference context is null. Since there's no try-catch or error to throw it fails. I don't yet understand why the behavior then is to dump the entire code base as demonstrated in the job above (screenshot below).
