Add PHP 8.3 builds and Bookworm OS

Depreciate PHP 8.0 builds and Buster builds to unsupported
Add PHP 8.3 images
Add Bookworm OS image variants
Update tests to use Framework 5 with PHP 8.2 and PHP 8.3 builds

Underlying PHP images only support PHP 8.1+ with Bookworm and Bullseye OS. Older builds of 8.0 and buster will still remain available through previous tags. Just will not be updated going forward.
