Resolution is defaulting to highest even when defaults set lower

I noticed this is an 0.26.1 version (which wasn't updating or detecting uodates when checking for updates). I manually updated to latest version 27.2—2.3.1, but the issue persists.

I have the various resolution settings (default resolution, limit resolution on mobile data) set to 480p. AFAIK, this has always worked in the past. Today, I got a data warning from my mobile service provider whilst watching some content in BNP. It was then I noticed the resolution was at maximum, 1080p@4638k. I tried playing numerous other videos and each time resolution defaulted to the maximum available.

I updated to latest release, and the issue persists.
