Bounty out indian form data -> form

Indian forms are not editable so we can't use pdftk to edit it automatically.

idk what to do, maybe some ocr wizard knows how to detect data input fields or maybe using pixel coordinates or maybe someone can just find fillable versions.

I'd need to write some tests that I could run to verify that a proposed solution works tho
