Fresh Install Failure

After using kohya in the past I wanted to update however I keep running into a install failure no matter the past updates.
I am using the windows setup.bat as well as the windows commands given. Fresh pull from github it is a consistent error.

The error in questions

Fixed this by uninstall all python versions I had on my machine and reinstalling the specific one on the github.
