모든 경우를 확인하지 못하였음

submit 버튼이 form의 인풋을 수정한 후에는 두 번 눌러야 클릭 이벤트가 발생

패널 수정 모달의 경우

인풋의 값이 초기값인 경우 버튼을 두 번 눌러야 클릭 이벤트가 발생한다
인풋의 값이 초기값이 아닌 경우 버튼을 한 번 눌러도 클릭 이벤트가 발생한다
