Document how to use the .eslintrc file

I'm writing this document within, it will exists a eslint section. covering lint code related topics like dependencies, tooling and wherever is need to use properly this file

@jac1013 @evasquez26 do you think we need to include on this repository a package.son file, with a common structure? and relavant dependencies to use .eslint files or we can just documenting on the wiki related page

The package.json in this repo approach make sense to me too.
