Thanks for reporting this issue @rkdeelip.
I agree, the department filter seems broken and shouldn't be in the core in this state.
This feature might get removed in future versions, so please don't rely on it / don't use it at the moment.

@ramonski and @rkdeelip the department filter is a specific client requirement which is been implemented by Naralabs

Though it was required, developed and sponsored by Zimbabwe NMRL, it is a common requirement in bigger labs. Please don't remove it

@lemoene it looks like its been partially implemented and not very useful in its current state. I am failing to find the Jira ticket for the full requirements. In the Naralabs code it should be an option with a checkbox in the BIKA setup section, I will check when I have my personal laptop

the high level requirements were:

Departments

* sample request, queuing, analysis, reporting by department
* each department is like a small stand alone lab
* some users work in more than one department (the departments are related)
