WS Templates not offered for selection

Steps to reproduce

Create a new worksheet, at https://bikalims.ridingbytes.com/worksheets and a WS template from the drop-down - none are offered. Valid WS Templates are present in the Setup

It works one level down

When the user proceeds sans WS template, the system correctly lists all Analyses available for Analysis. If I then apply the WS template here. e.g. https://bikalims.ridingbytes.com/worksheets/WS17-006/add_analyses, the WS Templates are correctly listed and applied

Sneaking in an extra

It will be nice if the top level screen at /worksheets can be cleaned up similarly as /worksheets/WS17-006/add_analyses, separated into two with Template parameters below the line

Current behavior

WS template cannot be selected

Expected behavior

All active WS templates available for selection

Actually. Like at /add analyses, the template parameter selection should be the top part at /worksheets
