DPOS步同效率差的问题 #417

在175服务器上开启了23个DPOS节点，高度为7000多，新建了一个节点，用于同步块测试，不参与DPOS和POW出块，连接10个节点，同步效率为每分钟340左右个块，测试分析发现VerifyProof这个函数占用了大量时间。

升级libsodium到1.0.18，用以替换原ed25519代码，提高效率 #433

与 #470 相关，但是连接给出的这个优化的是Envolve部分。libsodium优化的是VerifyProof部分。
