As free IP geolocalisation WS are often unavailable or deprecated, allows easy custom class implementation.

http://www.geoiptool.com/ don't provide informations as xml anymore

I use http://dev.maxmind.com/geoip/ for geoiplocalisation. It also has a light version which has less frequent updates, but it works.
