Display public comments by question (rather than by submission)

As a MET user, I want to see all the comments provided by the public aggregated by question rather than submission so that the submissions can't be tied to an individual.

Acceptance criteria:
On the public report and the internal report, the comments are shown by question. Clicking on a question will show a table below with all the comment for that specific question.
When there are more than 5 questions, the question section will have a scroll bar (similar to the questions on the dashboard).
