Describe the task
Migrate .NET from version 7.0 to 8.0.

Purpose
End of support for .NET version 7.0 is May 14th 2024.

Acceptance Criteria

We can successfully build using .NET version 8.0
Any breaking changes have been investigated and updated in the codebase.
