Keep Track of Users (Nicks) In Channels and On The Network

Not like "spy on them" ;), but like keep track of who is online, when they last spoke, or were last seen, etc., so somebody looking for them can get a ballpark for how long ago they left. For bonus points, allow users to opt-out of being monitored by Bambot.
