Follow up and fix the following:

• test/v3/utils/getPoolStateWithBalancesV3.integration.test.ts
  • UPDATED IN fix: Use correct block no. #521
• MOCK_BAL_DAI_POOL, doesn't exist so needs created (and tests reenabled see below)
  • Matt created https://test.balancer.fi/pools/sepolia/v3/0x3E099b16bEEae7cFcf8a0921941394F1a9B00e0E
• test/entities/swaps/v3/swapV3.integration.test.ts
  • Skipped tests with MOCK_BAL_DAI_POOL, re-enable when added (or refactor to use different)

• partialBoostedPool_USDT_stataDAI doesn't exist so needs created or tests refactored (and tests reenabled see below)
