Chore - improve test performance by removing fixed blockNumbers whenever possible #501

Some tests have fixed blockNumber and reduces performance because anvil can't benefit from cached forks between tests.

A low hanging fruit to improve tests on CI would be to use global blockNumber as much as possible for each chain.
