[feature request] release a version using ^3.0.0 of util-utf8

@aws-sdk/client-s3 version 3.682 has dependency of "@smithy/util-utf8": "^3.0.0",

@aws-crypto/sha1-browser has dependency of "@smithy/util-utf8": "^2.0.0",

Dependencies mismatch across those packages. Request to release a version using ^3.0.0 of util-utf8

Note that the dependency is now up to @smithy/util-utf8 4.0 in most of the AWS SDK, so the @aws-crypto packages continue to fall further behind.
