AddValidatorTxandAddDelegatorTxto push all new stakers to useAddPermissionlessValidatorTxandAddPermissionlessDelegatorTx.AddPermissionlessValidatorTxrequires validators to register a BLS key. Wide adoption of registered BLS keys accelerates the timeline for future P-Chain upgrades.
