Prepare documents for Core/Universe

Since we'll move from Autoware.Auto to Core/Universe soon, we should update the documents for that.

This is the high-level list of items that I think we should discuss for Core/Universe.

Firstly, we have to make a common understanding of the Core/Universe strategy.

• Propose concrete ideas of the merge criteria for Core/Universe #2
• Write documents of the Core/Universe roadmap agreed at the December TSC #3

After that, we'll revisit some items to match the strategy.

• Revisit documentation platform for better UI #4
• Update link autoware#5
• Consider the structure of sensor/vehicle description/launch autoware#2411
• Add bar to cpu load autoware#7

Then, we'll update the documents (mainly user manuals) for autoware.universe.

• Runtime Manager, add bar to system load info autoware#8

Also, toward the incoming Bus ODD development, we have to write some design documents and prepare a development environment.

• Runtime Manager, update top command setting autoware#9
• Runtime Manager Computing tab, add feat_proj dialog and adjust_xy msg autoware#10
• Prepare a development environment for autoware.universe autoware#2414

Note: Although I wrote this like a waterfall process, we can work on each task in parallel.
