If the IdP is being deployed from behind an outbound proxy server then https_proxy environment variable must be set appropriately to allow task to access files from the Internet.

Additional configuration is also required in the IdP to allow it to retrieve files such as the federation metadata.

New option for bootstrap could be considered, or a minimum documentation is required.
