Add ability to minimize artifacts

We permit users to minimize and remove source material.

Proposed
Folks using an external integration should be able to minimize artifacts they've inadvertently added or minimize failed archival artifacts from the Atlos archival system. This means adding a minimize button on the artifact level and adding a minimize endpoint in the API.
