Some parts are not compatible with windows

  • First problem identified: Windows uses USERPROFILE instead of HOME.
    This gives an error when using the command fink_client_register ...
    configuration.py needs a modification to make it cross-platform.

  • It also appears that confluent_kafka does not install correctly on Windows. ( DLL load failed while importing cimpl)
