Transferring Stewardship to Astral

Existing links and download URLs should work as before and should be transparent to everyone.

To clarify, so will this repo will be archived and newer releases available from github.com/astral-sh/python-build-standalone? Will older releases be available there also, or have to be fetched from the archive here?

The plan is to transfer the repository, not archive it.

Older releases will be available in the new location. Per the linked GitHub documentation:

All links to the previous repository location are automatically redirected to the new location
