After setting the SSL port to anything such as 11000, application won't get started on IIS Express, but the same app runs correctly on port 11000 after being published to local IIS (https://localhost:11000).
The only way to start it on IIS Express is to keep 443 prefix (i.e. 44300, 44301, etc).
A brand new netcore webapi 2.2 is created.
Current launch settings:
