Will there be an update for 1.13.x?

1.13 / 1.14 are still really in development forge wise
a major rewrite will probably be needed to convert the current code
to 1.14/1.13

Forge is in RB for 1.14.4, so people can use it now.
Everything that needed to be done, is done, if you find some bugs here and there, report them to Forge, so that they can fix it.

But you are right about the part that they need to rewrite a lot of rjm

Drop the jar into your mods folder along with raspberryjammod and you can use rjm with any version
