Add WindowsPerf to winget

winget, is a package manager that is built into windows 10 and above. https://learn.microsoft.com/en-us/windows/package-manager/winget/.

Package WindowsPerf with the wperf-installer component, which is an MSI installer WiX project. This package will include the following components:

• wperf CLI
• wperf-driver installation
• wpa-plugins
• MSI installer with the required paths set up

DOD:

• Migrate wperf application to winget.
• Assess if this is useful without the driver, or if we can also distribute wperf-driver and wperf-devgen what will allow users to install WindowsPerf (wperf + wperf-driver) on their system.

Note: Must require Administrator privileges to do so.
