Add support for wperf's spe.data for Telemetry Solution spe_parser, see https://gitlab.arm.com/telemetry-solution/telemetry-solution/-/tree/main/tools/spe_parser.

DOD:

  • Add support for raw SPE data buffer in spe_parse.
