Automatically publish platform-client artifact

The platform-client artifact should be published to github package registry so that arcusandroid can use it as a dependency from the registry rather than bundling it into the same repository.

Unfortunately GitHub Package registry requires authentication, where each user will have to create their own personal access token in order to pull down dependencies. https://github.community/t5/GitHub-API-Development-and/Download-from-Github-Package-Registry-without-authentication/td-p/35255

This is a major road block to using GitHub Package registry. Sonatype maven would be another alternative, but we would need to register a domain and change the group id.
