Changes to proposals not obvious in emails

I think there are two issues here, but it might be the same problem

Sometimes an email arrives with subject "Change to proposal..." and there are no changes. eg:

I got two emails about this from Sarah at 00:31 on 19/7/13

Sometimes an email arrives with subject "Change to proposal..." and there is a small one-line change but there is no indication as to where the change is. This is more of a problem for lengthy tomes.

Suggestion: for text larger than a certain size, change to diff-style notation to indicate what changed.
