Report and optionally fail on detection of duplicate files

For repeatability and correctness octoci depends on the fact that the all the files in each of the layers getting build are unique. If there are duplicates they should be exactly the same including their metadata (file permissions etc). octoci should report and optionally fail in strict build mode when there are file conflicts.
