Use log4j2 support for adding filters on logs

Exclude high replication topics

Excludes high replication topics- ie. where RF of topic= #of live brokers from self healing partition movement. This allows the topics which can be healed to not get stuck behind topics whose partitions cannot be moved due to lack of brokers
