Automatically optimize when FSRS first enabled? #3697

Related: #3696

An automatic optimization when enabling FSRS would start the optimization reminder timer, and ensure users start with optimum parameters off the bat.

This would only help new users - once #3616 is introduced, it would become somewhat less useful, as new users would have FSRS enabled at first start.
