ai-proxy azure provider 允许重写apiVersion

Why do you need it?

当前azure访问需要api-version参数，但是只能在配置的时候写死，如果用户访问的时候传递了api-version，允许覆盖它。
azure的api-version升级的时候，可以不用修改provider的配置也能支持新版本的api-version.
