Battery set to 80% sometimes charges to 82% (CLI)

What is the issue? (required)
Despite having a battery charge limit set to 80% on the CLI version, I find that my battery sometimes charges to 82% instead.

What exactly did you do to produce the issue? (required)

1. Go to Terminal
2. Type "battery maintain 80"
3. Have battery charge to 82%

Expected behavior (required)
When having the battery limit set to 80%, the battery will charge and stay at 80% when plugged in.
