* CITATION.cff: citable actinia code with DOI

The actinia code can now be cited and remains accessible through a permanently citable DOI. See:

Note:
- in case of a new actinia release, the following entries need to be updated in CITATION.cff first:
  - date-released
  - version
  - optionally:
    - as needed, modify list of authors.
