BUG: Package usage policy is not getting set automatically from the license #200

The automatic functionality to set a package usage policy from its license on the completion of a scan has stopped working. I was able to set the usage policy on various packages by using the "Set usage policy from licenses" option on the Admin Browse Packages successfully so the problem does not appear to be in the usage policy definitions. The problem occurred repeatedly when I created a number of packages in production Starship; the completion of the scan updated the license expression on the package but did not set the package usage policy.

To reproduce, do an Add Package using the download URL from any of the package versions at
https://github.com/opencv/opencv
