What is the relationship between the incubator and the board? Does the board or membership establish the incubators?

The bylaws do not establish the Incubator function so the board has full discretion to do as they please in this regard. It would seem logical to me to establish the incubator as any other Project with a PMC and a chair. @e-lo: thoughts?
