shift vote popup to a button and improve its appearance in light mode.

Description

I would like to shift the vote popup modal to a button clicking which users can cast their vote as the current popup often shows up while the user is playing the game and can disrupt game's progress.
I would also like to improve popup's visibility in light mode as its appearance is only good in dark mode rn.
